This strategy provides a comprehensive blueprint for modernising the sector and increasing productivity, competitiveness, and sustainability. As we embark on the new year of 2025, many construction companies and building projects are incorporating disruptive technologies into their work processes to simplify daily activities, which is the primary objective of the technology introduction.
Objectives and Vision
The main intent of the Construction 4.0 Strategic Plan is to establish Malaysia as a leader in construction development in the Southeast Asian region. The plan focuses on using new technology to streamline operations, reduce costs, and improve project outcomes. It is consistent with national initiatives such as the Shared Prosperity Vision 2030 and the National Policy on Industry 4.0 (Industry4WRD), guaranteeing coherence with wider economic and industrial strategies.
Strategic Thrusts
These initiatives aim to provide an integrated ecosystem that supports the industry’s transition to digitalisation and automation. The plan centres on four strategic thrusts:
- Raising a skilled workforce using current building technologies.
- Cultivating a culture of research and innovation is crucial for driving technological developments and entrepreneurship (RICE – Research, Innovation, Commercialisation and Entrepreneurship).
- Implementing integrated technologies to construct smart infrastructures and improve project delivery.
- Fostering a business environment that encourages innovation and sustainable practices.
Key Technologies
The technologies are categorised into three clusters: Simulation & Modelling, Digitalisation & Virtualisation, and Smart Factory. Each cluster focuses on different aspects of technological integration, driving the industry’s evolution.

This comprehensive framework represents a significant step towards modernising Malaysia’s construction industry. By focusing on strategic thrusts and leveraging emerging technologies, the plan sets a clear path for the industry to enhance its global competitiveness and contribute to national economic growth.
