Green Card is a card issued by CIDB to register all the personnel who involve in site construction activity. Without the card, they are not allowed to enter the site construction. The card, the personnel's job scope is identified and one will know his/her degree of expertise.
The Green Card Program is a safety program which require all construction personnel to undergo "Safety Induction Course and Health for Construction Personnel" for one-day training. The participants will be registered with CIDB and given the Green Card. Apart from that, participant will be provided with safety guidelines book and Takaful Insurance for free.
Applicants must comply with the following conditions:
- An individual who works in the site construction
- Possess valid documentations and identity card
- Age is not less then 16
Applicant must fill-up the "UPP1" form and attach with the supporting documents with necessary payment. The form can be printed it out through web-address http://www.cidb.gov.my, Submit the form to the nearest CIDB's offices. The CIDB staff will schedule for the Safety Induction and Health for Site Personnel Course for one day for each applicant. The Green Card will be given after the applicant attends the course.
The renewal of the card can be done by come personally to the CIDB's offices or through postal service. Applicant must fill-up the UPP1 form and attach photo, copy of I/C@passport, permit and payments made. If applicant wishes to renew via post, payment must made under the name of Construction Industry Development Board (C.I.D.B) and in the form of bank draft/ postal order/ banker's cheque. CIDB will send a new card via post.
If the missing card is still valid, you may get the replacement card by submitting the document to CIDB:
- Recent IC sized colour photograph
- Copy of IC/passport with work permit
- Penalty fee of RM20.00 If the Green Card is missing after its expiry period, the procedure to get the card just like renewal procedure.
Skilled worker is personnel who are able to execute his work according to the set specification based on the national industrial requirements and underwent the fixed accreditation test. After successfully accredited (passing the practical skills test), then only CIDB will acknowledge him as a skilled personnel by issuing "CIDB Skill Competency Certificate" based on the line of work.
For a semi-skilled worker, as long as he does not undergo the accreditation test, CIDB will not acknowledge him as skilled personnel, even though other parties or he might proclaim himself as a skilled and experienced worker. Skilled Personnel Accreditation is implemented as according to CIDB Act 250 Section 4(1) K function.
Construction Industry is one of the main industries in generating the national economic growth and plays an important role in fulfilling the Government's objective of realizing Vision 2020. It is a very competitive industry and involves a big number of workforces.
In accordance with CIDB's function in Act 520, that is to accredit and acknowledge skilled construction personnel. CIDB has started to accredit or confer recognition to the skilled personnel who passed the competency test. Skilled personnel who pass the test are given the "CIDB Skill Competency Certificate" (SKK) for locals or "Foreign Personnel Skills Recognition" (PKPA) for foreigners. It is in accordance with the Circular No. 1/2006 Accreditation/Competency Test for Skilled Local and Foreign Construction Personnel.
It is a future goal for CIDB to allow only personnel with the certificate/recognition to qualify in executing skill-demanding tasks at construction sites.
- Fill up the UAP 1A/2006 application form.
- Pay the designated fee.
- Possess a valid visitor pass (temporary work) in construction work only.
- Free from any criminal offense or any legal offense under Malaysian Law.
- Application must receive CIDB's office not later than 3 months before the expiry of visitor pass (temporary work) or penalty of RM 200.00 will be imposed.
- Applicant must possess valid Green Card.
- Skill Trade applied during application is not allowed to be changed unless with written approval from CIDB.
- CIDB will only accredit applicants from the construction sector.
- Changed of employer's are not allowed unless with the written consent of Immigration Department of Malaysia.
- CIDB has the right to change the requirement from time to time.
- Malaysian citizen and works in the construction sector.
- Fill up UAP 1/2006.
- Pay the processing fee.
- Possess valid CIDB's Green Card.
Fill up the UAP 1/2006 form and submit to any CIDB office with the following documents:
- A copy of identification card which is certified by employer/CIDB.
- An identification card sized photo.
- Pay processing fee of RM20.00.
- Assessment Fee for the first trade applied is free. Subsequent trade applied will be charged.
- Applicant will be informed on the date and venue of the accreditation assessment.
- CIDB Skill Competency Certificate (SKK) will be issued to local construction personnel who pass the assessment.
- Fill up the UAP 1A/2006 form and submit to any CIDB office with the following documents:
- Application by Foreign Personnel
- Applications are enclosed with the employer's letterhead.
- Original passport and a copy certified by the Commissioner of Oath/ CIDB.
- A copy of visitor pass (temporary work) which is verified by the employer.
- A copy of CIDB Green Card.
- An identification card sized photo.
- Processing fee of RM20.00.
- Accreditation fee according to the trade.
- Application by a Permanent Resident
- A copy of the identification card certified by the Commissioner of Oath/ CIDB.
- An identification card sized photo.
- Processing fee of RM20.00.
- Accreditation fee according to specified trade.
- Application by Foreign Personnel
- Applicants will be informed on the date and venue of the accreditation assessment.
- CIDB "Foreign Personnel Skills Recognition" (PKPA) will be issued to foreign personnel who pass the accreditation assessment.
- CIDB reserves the right to reject any incomplete or doubtful application.
Only the applicant or the company representative is allowed to take CIDB SKK/PKPA. The certificate can be obtained at CIDB office by bringing along:
- Result notification letter.
- If the person is the company representative, he must also bring an "authorization letter". The letter must:
- State the full name and identification card number of the company representative.
- Use the original company "Letter Head" which is signed by the company owner (photocopied copy is not accepted).
- Contain the name and identification card/ passport number of the worker who sat for the test.
Personnel who apply for replacement of lost SKK/PKPA are required to show evidence by submitting the following documents:
- File a police report regarding the certificate lost.
- Submit an application to CIDB.
- Copy of Identification card/valid PKPA.
- Processing fee of RM20.00.
- For second replacement of SKK/PKPA, a fee of RM 100.00 is imposed.
- All copies of document must be certified.
The CIDB's Green Card holder whose age is between 16 to 65 will be covered under the Construction Worker Takaful Insurance Scheme based on "hibah concept" (gift). The coverage is covered through out the world and at all times.
The scope and amount as below:-
- Death (due to an accident) - RM 21,000.00.
- Death (due to sickness) - RM 3,000.00.
- Burial expenses - RM 500.00.
- Permanent handicap (due to an accident) - RM 18,000.00 (maximum).
- Permanent handicap whole body (due to sickness) - RM 3,000.00.
- Hospitalisation Benefit (due to an accident) - RM 25.00 per day (30 days maximum).
Complete the Takaful claim form (UPPT-1 form) and attach with supporting documents. The form is available at CIDB offices or web address http://www.cidb.gov.my. The claim form must reach at any of CIDB's offices not later than 60 days from the date of death/accident.
The following reasons will cause one's insurance claims being rejected:
- Expiry of the Green Card.
- Age above 65 years old when the incident happen.
- Hospitalisation due to sickness (and not accident).
- Doctor report states there is no percentage of permanent handicap.
- Involve in an accident but was not hospitalised.
- The accident/death happen while doing crime activities.
- Cause of death due HIV/AIDS.
Type of payments that did not cover are:
- Medical leave.
- Hospital bills i.e. medication expenses, operation and so forth.
- Charges for doctor report.
- Transportation and telephone bills.
- Any of the items that did not mention in the coverage scope' table.
To register as a contractor with CIDB, you can access the related information by browsing through our website, or through our guidebook, "Contractor Registrations Requirements and Procedures" at the price of RM 5.00, and Registration Application Form (R1), which is also at the price of RM 5.00. Both of them are available at all CIDB offices.
A person/individual, sole proprietorship or partnership firm, private limited company or public company and cooperative and other who is involved or undertakes to carry out and complete any construction works.
Construction works means the construction, extension, installation, repair, maintenance, renewal, removal, renovation, alteration, dismantling, or demolition of:-
- Any building, erection, edifice, structure, wall, fence or chimney, whether constructed wholly or partly above or below the ground level;
- Any road, harbor works, railway, cableway, canal or aerodrome;
- Any irrigation, drainage or river control works;
- Any electrical, mechanical, water, gas, petrochemical, or telecommunication work; or
- Any bridge, viaduct, dam, reservoir, earthworks, pipeline, sewer, aqueduct, culvert, drive, shaft, tunnel, or reclamation works.
And includes any works which form an integral part of, or are preparatory to or temporary for the works described in paragraphs (a) to (e), including site clearance, soil investigation and improvement, earth-moving, excavation, laying of foundation, site restoration and landscaping.
There is little registration requisite to be complying for register with CIDB such as stated below:-
- Registered with Companies Commission of Malaysia (SSM)
- Experience:-Â
- Experience of the firm/company or by using experience of technical personnel.
- All main contracts or nominated sub-contract executed.
- Sub-contract executed by the applicants supported by evidence.
- Financial Capacity:-
- Financial capacity of an applicant registered with the Registrar of Companies (ROC) shall be evaluated on the paid-up capital of the companies.
- For applicants registered with the Registrar of Business (ROB), whether sole proprietorship or partnership, financial capacity shall be evaluated in terms of net capital worth which shall be derived from either one or all of the following:
- Copies of current account bank statement for the latest 3 months.
- Copy of current balance from savings account(s).
- Copy of uncharged and valid fixed deposit statement(s).
- Bank certification pertaining to the overdraft facility(is), if any.Â
- ASB shares.
- Personnel Resources:-
- Fulltime personnel resources in Malaysia to undertake the work corresponding to the registration grade and category applied for. (With recognized qualifications & relevant EPF contribution statements)

Renewal Registration must be made within 60 days before expiry of the validity Period of registration by using R4/96 Pin. 1/99 Form. All application for registration must be attached by relevant supporting document (please refer checklist for supporting documents submitted are attached with R4/96 Pin. 1/99 Form).
If application received/made at CIDB less than 30 days before expiry of validity of registration, RM 200 fees will is charge together with renewal fees.
All CIDB Registration Forms are available at all CIDB offices with RM 5.00/form or by visiting our portal at www.cidb.gov.my. These forms also can be purchased by post with additional RM1.00/form for postal charges.

A copy of the statutory declaration or police report declaring lost of the original certificate with RM100.00 payment shall be submitted before re-issuance of a copy of the certificate as replacements for lost/damaged certificate.

- General Conditions
- This certificate is non transferable.
- The Lembaga reserves the right to review the registration grade of the contractor from time to time.
- Contractor"s Responsibilities and Obligations.
- The contractor shall comply with the provisions of the Lembaga Pembangunan Industri Pembinaan Malaysia Act 1994 ("the act"), the regulations made there under and any term, condition or restriction imposed by the Lembaga from time to time.
- The contractor shall not participate any tender or execute any construction works after this Certificate has expired and unless it is renewed.
- The contractor shall not undertake any construction project which exceeds the value of construction works specified under the registration grade and shall not execute any construction works which is outside his registered category.
- The contractor shall submit information regarding any new construction works or contract (s) within thirty days of the award.
- The contractor shall submit any information required by the Lembaga from time to time.
- The contractor shall display the Certificate of Registration issued by the Lembaga or a certified true copy of the Certificate by the Lembaga at the place of business.
- The contractor shall display his registration number on the signboard at each construction site.
- The contractor shall apply for renewal of registration at any time within sixty days before the expiry date specified in this Certificate. Any application received by the Lembaga later than thirty (30) days before the expiry of the Certificate of Registration shall be imposed with a fee of RM 200.00 for late renewal.
- Disciplinary Actions
The registration of the contractor shall be cancelled, suspended or revoked if:-- The contractor fails to comply with the requirement of any other written law.
- The contractor has been adjudicated a bankrupt.
- A winding-up petition in relation to the contractor has been presented.
- The contractor contravenes or fails to comply with any provision of the Act.
- The contractor has obtained the certificate by making or causing to be made any false or fraudulent declaration, certification or representation either in writing or otherwise.
- The contractor has abandoned any construction works undertaken without any good reason.
- The contractor is found negligent by the court or by any board of enquiry established under any written law in connection with any construction works undertaken or.
- The contractor contravenes any of the terms and conditions of the Contractor"s Responsibilities and Obligations as specified in paragraph 2.
Contractors shall inform CIDB whenever there are any changes such as change of company name, change of registered offices, change of partnership and etc. This change must be made within 30 days of the change. All submission must using CIDB R6 / 96 Form.
Failure of any contractor to do so can result in the suspension or cancellation of their registration. The processing fee is shown as prescribed in schedule below:

By using CIDB R6 / 96 Form, application must attach with tender advertisement and all supporting documents needed. Special Permission is only for one grade above of their grade. For example contractor Grade G4 is allowed to participate in tender Grade G5 only but however those contractors must fulfill financial & personnel technical requirements for the grade applied.
A company or firm is required to obtain the approval before any work is executed. Before the approval is granted, the contractor must fulfill the project grade registration criteria. If Failure to do so will result in the rejection of the application. The applicant is required to submit the R6 form along with the supporting documents such as award letter, technical staff with full-time pay or mutual contract with degree/diploma, company"s EPF, agreed staff appointment letter, and a processing fee of RM 30.00.
All payment must be made under the name of Construction Industry Development Board (C.I.D.B.), and in the form of bank draft/ postal order/ banker's cheque, or cash for transaction at CIDB counters.
Effective from 21st May 2003,
- New rate for imposition of levy is 0.125% from any construction works having a contract sum of above RM500,000.00
- Any construction works of low-cost, medium-low cost and medium cost housing project are exempted. Effective from 01st February 2005,
- Any housing project utilizes IBS (Industrial Building Systems) components more than 50% (according to the calculation imposed by the Lembaga are exempted.
According to the Construction Industry (Collection of Levy) Regulations 1996, every registered contractor shall notify and submit a notification in Form CIDB L1/96 to the Lembaga (CIDB) any contract (construction works) having a contract sum of above RM500,000.00 within 14 days after the execution of the contract or not less than 14 days before the commencement of the said construction works, whichever date is earlier.
The Lembaga (CIDB) shall notify the registered contractor of the imposition of a levy in form CIDB L2/96. A levy shall be paid not later than 30 days (liability period) as specified in form CIDB L2/96 in full payment. Any appeal shall be submitted to CIDB within the liability period. Any appeal after the liability period will not be entertained.
A levy can be paid at any CIDB office using Levy Payment Form. Levy Payment Form are enclosed with CIDB L2/96 form. Payment can be in the form of cash, money order, postal order, banker"s cheque or bank draft in the name of the "Lembaga Pembangunan Industri Pembinaan Malaysia". Please be inform, personal and company cheque are not accepted. "Levy Payment Certificate" will be issued after total payment being made.
According to Section 34 (4), Act 520 and Construction Industry (Registration of Contractor) Regulation 1995, Lembaga Pembangunan Industri Pembinaan Malaysia, Act 1994 any registered contractor fails to pay any levy due within such period as maybe prescribed, the registered contractor shall be guilty of an offence and shall, on conviction, be liable to a fine not exceeding RM50,000.00. The Lembaga (CIDB) may also take disciplinary action to cancel, suspend or revoke registration of the contractor with CIDB.
Industrialised Building Systems (IBS) is also known as the complete assembly construction: a construction system where components are manufactured at factories on or off site, transported and then assembled into a structure with minimum work.
5 commonly used IBS types in Malaysia are:
- Precast concrete framing, panel and box systems.
- Steel framework systems.
- Prefabricated timber framing systems.
- Steel framing systems.
- Blockwork systems
The main benefits that are gained from the utilization of the system are as the followings:
- High-quality products and minimum waste due to work environment in factory is easier to control.
- Elimination of conventional timber props and obvious decrease of supporting through the use of complete assembly element or prop system for on-site casting process.
- Stronger and safer work platform produced through comple assembly element.
- Faster completion due to the introduction of prefabricated components to replace on-site fabrication.
- Safer, cleaner and more organized site due to the reduction of construction waste, site workers and prefabricated construction materials.Â
- Cheaper total construction cost as the result of all benefits gained from the above factors.
Modular coordination or MC is a dimensional system. It is a dimension and space coordination concept in which building and components are placed at their designations based on the unit or basic module known as "1M" that equals to 100 mm. The use of MC is an important factor in IBS effective application as it completes the industry through quality control and increase of productivity.
MS for MC is known as MS 1064 (Guidance to Modular Coordination In Buildings). It contains 10 parts and based on the ISO standard that is recognized internationally. You can purchase it from SIRIM Berhad, an agent appointed by Department of Standards Malaysia (DSM) to develop, distribute and sell standards of Malaysia.

To import any construction materials, Importers must possess a "Certificate of Approval" from CIDB Malaysia. The certificate is issued to the products that nominated under the Custom"s Direction (Prohibition of Import) 1998 Pindaan 2003/2004.
To obtain a Certificate of Approval from CIDB, importers have to fulfill the condition for import approval of the product:-
- The product shall comply relevant standard requirement Malaysian Standard (MS) such as ceramic MS 1061, MS ISO 13006, MS 147, MS 552 and MS 795.
- Construction Material Inspection at import entrance (port verification) by CIDB Officer.
CIDB represents the construction community in order to support the MITI. MITI is considered as a government body representing Malaysia for this region. The role of CIDB is to promote, stimulate and assist in the export of services related to the construction industry.

There are two types of training skills offered by Akademi Binaan Malaysia (ABM), they are:
- Youth Skill Training for school leaver.
ABM offers 49 types of construction skill trades at 6 different locations throughout the country with duration from 1 to 24 months depend on the trade/skill. Nevertheless, the minimum entry requirement for the Youth Skill Training for the school leavers are:- Age 16 to 35 .
- Malaysian citizenship, and.
- Physically and mentally fit.
Successful trainees will undergo the training at ABM and CIDB will fully sponsor the training. Please obtain the brochure or application form UPLK1 Pin.1/2007 from any of CIDB offices or any of ABM branches. The latest program about the offered (trade), please refer to list of Youth Training Skill Program at the nearest CIDB/ABM offices.
- Personnel Training for Local Construction Workers.
The application requirement :- Malaysian citizenship.
- Physically and mentally fit.
- At least 18 years old of age. For Plant Operation course, minimum age is 21 years old.
- possessed six month of experience in construction field and he/she is an existing construction worker.
- Trainee with valid Green Card will be considered for CIDB"s full sponsorship on training fee.
- Those candidates whose Green Card"s are expired will not entitled for CIDB"s sponsorship.
- The selection to undergo the training skill at Malaysia"s Construction Academy will be determined by interview"s session.
- Candidates are needed to bring along original certificate during interviews.
- The CIDB"s financial assistance is applicable for one time/course/construction worker except for Clusteral & Combined Level, Wet Trade (Plastering, Tiling, Bricklaying), Plumbing (Building Sanitary Fitting & Water Reticulation) are permitted to take both at the same time. If the candidate is still interested to take other courses, he/she must pay full training fee to ABM.
- Fill up the UPLK 2 Pin. 1/2007 application form.
- Related copies of certificates/testimonial.
- A copy of Identification Card. i
